Amon from The Legend Of Korra. Taken from no canon point in particular when on Dear Mun, there will be spoilers likely in the comments when he's interacting with other LoK characters about his backstory. However, I will try to keep spoilers out of his remarks and maintain a voice in-keeping with his character when he's addressing people, regardless of their canons.
Amon is the leader of the Equalists, an anti-Bending resistance movement initially dismissed as a minor threat. Bending, for those that did not chug the Avatar: the Last Airbender Kool-Aid like I did, refers to the four superpowers people can have in the A:tLA/LoK universe: aerokinesis, terrakinesis, aquakinesis, and pyrokinesis, otherwise known as air, earth, water and firebending. In Republic City, supposedly the melting pot of all the nations and peoples where things are supposed to be better, there are gangs of benders who exploit and terrorize nonbenders. Whether or not you agree with the Equalists' idea the world needs to be rid of bending, there are, in fact, actual canon gangs of benders - the Red Monsoons, the Agni Kais, and the Triple Threat Triads are the big ones, though the creators stated there's also an earthbending gang out there and we see petty crime as well. The people without powers are not represented on the city council.
So like any time and place where there is a beaten down majority of the population that's not represented, somebody stepped in to fill the void and draw power from it. By episode three of The Legend of Korra he's had a massive rally of people cheer him on as he preaches the message that there is no balance in the world and he has - or, as he says much later, is - the solution. And then he demonstrates what makes him a tough act to follow for the rest of the series' villains: he can take someone's bending away. He prefers to do so after beating said person in a fight. And he's not a bender.
This profile isn't the greatest and most comprehensive character history for him, but. Spoilers are hard to avoid if we get any more detailed and I'm not used to making bios around that... or at all. Journal is still a work in progress.
